ZERO TO THREE is a national, nonprofit organization that provides parents, professionals, and policymakers the knowledge and know-how to nurture early development. In 2015, ACS and ZERO TO THREE created the original Infant and Toddler Messaging Guide. As the first of its kind, the 2015 Guide helped fill a void regarding messaging about the importance of early care and education for infants and toddlers. It included sample messages from across the country, suggestions for how to improve those messages, and guidance on how to develop new effective infant and toddler messages.
